How do あなた draw manga?

I've started seriously considering it some time now, my only problem is I don't know how to draw the lay put of the page properly. I've tried several different ways but they all fail. I've looked up how to over and over but it just tells me how to draw the people. I already know how to do that. I need to know if I would draw the speech bubbles and other things like: the お花 of moe, and sound effects.
