In ポケモン Emerald, do あなた have a higher chance of catching a Ralts when your ポケモン like あなた better?

I read somewhere that Ralts are attracted to good feelings. Sooo... I was wondering if this would make finding one easier.

Because Ralts is pretty rare.

Because it is a starter あなた expect it to end up like gothita, plus I meant at the end of the first paragragh "use the poke'radar to obtain the poke'mon." Thanks for the thanks (that just sounds so weird)
