What is up with Jeb anyway?

Ok, I have read the whoel series, the first two twice and I still don't really understand what is up with Jeb. Why on earth does he keep trying to kill the flock with all the eraser brigades, when Jeb is trying to help Max in the first place? It is so confuzing! Attack, be a bad guy, then 芝居 like the good guy? Anyone have a good explanation?

True, Jeb would say that trying to kill her was a test, but he still loves her because he's her dad and he wants to do everything he can to keep her 安全, 安全です from Itex and all the other peeps that try to hurt her and the flock.
