How technical do あなた want to be? Strictly speaking, an アニメ is a cartoon that was made in Japan. によって that definition, RWBY would not be an anime. However, I am going to argue that this definition is a bad one and needs to be revised. Think about it this way. In the realm of video games, there are RPGs, and JRPGs, standing for Role Playing Game, and Japanese Role Playing game. Back in the day, these were two distinct groups with their own styles of play, story elements, and brands associated with them. However, almost no one uses these terms anymore. Japanese companies are now putting out RPGs that play like western RPGs, while European and American companies are putting out RPGs that play like a JRPG. Because of this, the term JRPG is almost never used, and we use terms like turn based, story driven, et cetra to differentiate between the two styles of play. (video below for もっと見る info) There will be a point where アニメ and カートゥーン will go the same way. Artistically and stylistically, most animes are もっと見る adult themed, but not all. Most western カートゥーン are もっと見る for younger audiences, but not all. RWBY is a US produced cartoon, but it is nothing like もっと見る mainstream US produced cartoons, like Micky Mouse, または Spongebob. Stylistically, RWBY is an anime, but technically, it isn't. I am going to assert the same with カートゥーン as this guy below asserts for RPGs, that アニメ should no longer be defined によって nation of origin, but によって style.
