Wow after doing some research it turns out they look like that because the アニメ was entirely rotoscoped from original live action footage. Neat! link

I agree with everyone else. The マンガ is fantastic and makes a good read. The anime... I don't know. This rotoscoping aesthetic was weird to me. 全体, 全体的です ANH is bizarre but great!
