I don't think its Winry because #1 I don't think it really looks like her; 2# she could not preform alchemy; 3# a transmutation サークル, 円 doesn't look like that; 4# that doesn't explain the 秒 circle; 5# transmutation circles are only made on solid objects, not in the air; 6# this type of theme for a pic (magical サークル, 円 in the air) is 人気 for independently done アニメ style art
