Both of them do well at the role and take it on with different approaches. Julie Dawn Cole is more over-the-top and shrill, which suits the character, while Julia Winters is more subtle and comes off as snobby, as well as bratty. I prefer Julie's interpretation because it does suit the character better in my opinion. But I do think Julia's voice is more appealing to hear and she actually had a British accent like her character is supposed to because of how she's from Britain.
