The writers still haven't decided whether or not she is. It's hinted at, but it's not positive. Whether or not she's Omega-level, summoning up a tornado / hurricane sounds powerful enough to win to me.

The only thing Emma could do is take over her mind which made me hesitant about picking Storm. But Storm is very powerful and resourceful. All I had to remember is she beat Scott even without her powers
