I really don't think the Cullens have the courage to properly punish those who break the rules. They're probably try to put them in jail or something, which wouldn't work.

It is not a question of courage The Cullens have no wish to rule or govern other vampires. All they will ever want is their peaceful existence.

I think they would be more fair, yes they would keep it under control and punish anyone who needs it but they dont like doing it, they would be kind unlike aro, jane, alec and caius and the rest oh and demetri

You'd have to change the entire vampiric culture before they could accept a vegetarian coven as world leaders. And I don't think the Cullens would particularly want to rule, anyway.
