Yes there can be girl werewolfs. Cause in eclipse there is a girl 狼, オオカミ called Leah.

there waz 1 grl vamp on eclipse but i think thats it 4 tha 狼男 but theres like millions of grl vamps

Leah's the only known 狼, オオカミ girl, but it isn't clear why. Possibly the families are male-heavy, and the other women mentioned aren't still in La Push, like Jacob's sisters. It doesn't explain why there weren't female オオカミ in earlier generations though.
