In one he didn't do any work, In two he married Anne which was extremely unpopular with the people and in 4 he started a war.

^I agree with you, although in season 3 there was the Pilgrimage of Grace and in my opinion that was one of the worst decisions he made when he decided to kill all these people.

In season 1 he was like a child, in 3 & 4 he was too cruel so I think 2, but he was never a fair and thoughtful ruler.
