I think that's what makes the 表示する good! I think the fact that Phineas does't do anything about it keeps people intrigued and makes it exciting! If they started doing that kind of stuff it would,

a) take away the innocence of the show
b) ruin the tension between the two

They're too young, and they don't exactly understand love. Isabella is a little girl who has a little crush, and Phineas seems almost fazed によって the idea.
