What about those "half-villains" ?

I mean, there is those villains, who make us smile because they looks so harmless like Mr Collins, または those who are accepted によって the society as frank Churchill. Those who are only superficial as Sir and Elizabeth Elliot . But they are all obstacles to the ヒーローズ fulfilment and are guilty of something towards them. Should we still consider them as villains または not ?
