There has been lots of discussion about how Thirteen gets too much screentime. There have been a number of episodes in which she features prominently and the ongoing 'Huntington's Story Arc' ensures that she is in the limelight in most of the season 5 epsiodes so far. But is this a bad thing?

As an avid Thirteen fan, I say no. Personally, I think she is an incredibly interesting character.
