Tony and Ziva for sure. I personally saw Tony and Kate's as siblings.

I mean come on, in the show, did あなた see them 芝居 like they wanted each other that way? they teased each other, they picked on each other. Tony acted much like a brother would and Kate acted towards him like a sister would. I have a brother and sister, I would know how siblings would act towards each other. Even thinking of the two together is kind of sick.
