For some reason, even though Haymitch is rarely sober, I would totally trust him. He is always wise when it comes to the Hunger Games and the revolution.
I think its partly cause Woody Harrelson was portrayed to play him.

Now, I look back at his drinking, and theorize that its in reaction to what he had to deal with during the Games and afterwards, the having to be a mentor to the canon fodder that got sent through for each game after his.

And Harrelson comes from a background of doing some very extreme 'killer' characters. I think, in my head, that background that Harrelson brings with him, just adds to Haymitch's mistique for me.
