Ginny is powerful at least I think so

but Luna has proven be a magnifcent witch, she survive all the battles she participated not counting that she finish all of them relatively unharmed

It would be a pretty close fight.
But Luna is really underestimated. She's got the creativity that Ginny doesn't have, and the quirky way of viewing things. That gives her the advantage over Ginny, though both of them are extremely strong witches.

Luna would have PWNED Ginny

Luna stayed the longest in the Battle in the Department of Mysteries, except for Harry. She got away mainly unscathed. She is truly a wonderful witch. She's brave too. Sometimes I wonder if people just choose Ginny because she's in Gryffindor.
