I believe so. I mean...what would Voldemort do if he knew how Snape felt about Lily and therefore Harry. Also, Snape did what he had to do, but he was still one of the good guys at heart. Snape had to hide that from Voldemort.

yes he is. He means that if Snape wasn't a skilled occlumensist, Voldemort would be able to find out that he was lying to him all these years. :-) hope that helps

Of course he is ! He was teaching Occlumency to Harry, he had to prove he was a master at it, as well as a thorough 説明 of it. After all, he had first hand experience of the thing. He was a superb Occlumens. (And a skilled Legilimens too.)
