OK. I'm confused. Is Ted ニンファドーラ・トンクス a Muggle または a wizard?

OK. Well I just finished th Deathly Hallows again and it 発言しました that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the 一覧 of muggle borns. That confuses me.
Ted ニンファドーラ・トンクス is a muggleborn wizard. In the last book he says that he heals Harry when he crashes and if that isn't enough for あなた here's a quote directly from the 5th book: "Very clean, aren't they, these Muggles?" 発言しました the witch called Tonks, who was looking around the キッチン with great interest. "My dad's Muggle-born and he's a right old slob. I suppose it varies, just as it does with wizards?"
Ted ニンファドーラ・トンクス was a muggle born wizard, why else would be running from a registration as a muggle born? If あなた don't believe me, read this, it should tell あなた everything:

As it states above, Ted was NOT a muggle. He was a muggleborn wizard.

... and I just noticed that this 質問 is two years old xD I feel like my response is sort of pointless now...
According to the Harry Potter CANON Wikia, Ted ニンファドーラ・トンクス was a muggle-born wizard that was to the much confusion to the readers, was several times called just a 'muggle'. However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact によって the 7th book, Ted ニンファドーラ・トンクス is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
