Giraffes do have vocal chords, despite popular belief, but they don't make use of them. I've found some sources that say they are unable to use their vocal chords, and others that say they simply choose not to use them, and I don't know which sources are the most reliable. But yes, they do actually have vocal chords!

They also make sounds without the use of vocal chords, such as grunting. And it's been speculated that they communicate to each other by using their tail.
