I think that we can't 削除 アンケー in order to prevent people from deleting a アンケート whether the result doesn't go the way they want it to. によって needing to レポート a アンケート to get it deleted, this ensures that the アンケート only gets removed if there's a genuine problem または error in it.
Because this site is all wrong, that's why. They think クイズ and アンケー belong to ファンポップ community, not to the people who made them. I have to レポート my own クイズ and アンケー too, if I want them to be deleted. If あなた ask me, there should be a 削除 option for both クイズ and アンケー on this site.

Everything on ファンポップ does belong to the community at large または the club, as much as they belong to anyone. That's the entire idea of Fanpop. It's sharing.
