Why do some クラブ have the option of suggesting a new background image, while in other クラブ あなた can only suggest アイコン and banners?

I made a フォーラ suggesting possible backgrounds for the Bangel club, but then I noticed that I couldn't make the アンケート for it. Other クラブ have that option.

Why can あなた suggest background 画像 for the first but not the second?

No, there's definitely a lot もっと見る members needed for a background. The Bangel club has over 1000 but there's no background option. It probably is down to the numbers though.
