That's a new feature (for 1/2 months). All three are once useable per club. あなた can to suggest any of them and change that club's icon/banner/background または all 3 of them. It would take 5 ゴールド to suggest each of them. あなた also have to have 100 ゴールド for suggesting. After あなた suggest therd would a polk about that where others can add options. Same ゴールド rules goes here. Even those who want to vote in those アンケー have to spend 5 golds and have to have at least 100 ゴールド with them. :-P

I thought voting on the アンケー cost 5 gold, and is free if あなた have a medal there. I didn't know starting a アンケート up cost gold, but it isn't something I've tried out because every club I've suggested ideas for has been too small for the feature.
