If i am going to answer logically, i would say Laxus. we do know that he and Mystogan were on par when they were fighting but remember that Laxus had not even shown off his Lightning Dragon Slayer Magic. So we can tell that Laxus still had yet to get beastly serious. If i'm going to go with what i would personally want, a tie. Mystogan still had a lot to offer in my opinion other than the 5 spells we have seen him perform in the ENTIRE SERIES (thank あなた Hiro Mashima -_-). If they truly were competing for the position of the Strongest members of FT apart from Gildarts, the fight should have gone on for hours maybe days and eventually destroy all of モクレン, マグノリア :D. Okay maybe not all of Magnolia, but a good portion of the town would be damaged. Sorry but a fight between those two would be reminiscent of a fight between Akainu and Aokiji (if あなた read/watch one piece you'll get the reference lol).

i agree that laxus seemed that much stronger, he hadn't shown his Dragon slayer magic nor dragon force nor fairy law, though i think mystogan might have also been very strong as without magic power he was able to overwhelm natsu in battle
