It was mentioned in the book that I got for Christmas, quoted by one of the animators. Also, one of their original ideas for the movie was that Maurice gave Belle her mother's music box for her seventeenth birthday, but the idea was thrown away, and Chip took its place.
The music box was supposed to serve the role of being Belle's companion, and for some reason, when she brings it to the castle with her, it becomes animated itself. It was supposed to talk in little chimes/rings like Tinkerbell does.
Chip was originally supposed to only have that one part telling Ms. Potts that Belle was in the castle, but the people working on the film loved him so much that they wanted to add him in more scenes. They got rid of the music box because it was harder to convey emotion for the music box with its lack of ability to speak, and it was too hard to plan out on story boards.
