Even blocking the bill for increased USPS funding is an attempt to hinder mail-in voting. Trump literally said so himself. See link by a fact-checking site that originally canned Biden for pointing it out.

On top of that, there's that "re-structuring" to "eliminate operational effienciences" (read in alternating uppercase and lowercase letters) happening in the middle of a pandemic and and just before a national election. Package volume is link than pre-pandemic levels, even without mail-in ballots... So is this really the time to, in DeJoy's own words, "reduce [the USPS's] base cost"?? To link 23 USPS executives? To ban additional delivery runs and overtime work, which is already causing link?

Keep in mind that this has all been ordered by Postmaster General Louis DeJoy, link for Trump, appointed in May this year despite having financial conflicts of interest. This man was a deputy finance chairman of the Republican National Committee along with Trump's lawyer and last year became a finance chairman for one of the 2020 Republican National Conventions. He is the link to have no prior experience in the USPS. Are we gonna believe that he's doing this all in good faith?

Trump's admission about mail-in voting, combined with the effects of the changes, and the fact that the man in charge of them all has made it one of his life's goals to get Trump elected... the ulterior motives couldn't really be any clearer. It's blatant.
