If Fiona from シュレック turns into an ogre, then how come Belle doesn't turn into a beast?

Beast and Fiona were cursed and only if they did that thing (Fiona find her true 愛 and the beast to be loved for real) their curse would break. Belle didn't have a curse and so didn't Shrek.
