I skimmed through the summary of it. So far, from what I've seen, it's only Zuko assuming that it's Azula. After all, there has to be others with the ability to bend lightning. Besides, with her mental state, she wouldn't be in any condition to have an army at her disposal, especially since she doesn't trust anyone. Although she could be a pawn in some kind of plan going on. After all, with her emotional baggage, it wouldn't be hard to get her to join in a plan to take down her brother and the Avatar. But I still understand very little of this. Care to explain zanny?

@KataraLover I'm kind of hoping it's Zuko just assuming it's her. On one had if it really is her; my prediction is right and I get my badass Kemurikage Azula. On the other hand...no redemption arc. I actually only had the time to read bits of part two myself. You see Smoke and Shadow is a Christmas gift and I may or may not have snuck a peek. 0:D But as far as I've seen the Kemurikage have involved themselves in human affairs but it can pretty much be assumed that the Kemurikage are humans masquerading as spirits. As far as I know their motives are still unknown and it hasn't been confirmed or denied that Azula was the lightningbending Kemurikage. But based on the one image; the Kemurikage's lightingbending style and stance is the same as Azula's.

I doesn't exactly make sense for her character. I mean, come on, A loyal princess playing terrorist to her own nation that she loves, kidnapping its kids in a scooby-doo charade? Her motive is not as shocking as the writers tried forcing it to be, she never cared for the throne to begin with, it was just another job from Ozai. They also illogically made the other characters weaker, just to make her look powerful. This Kemurikage lore was just as last-minute as the lion turtle. However, if there was proper build-up and we got to see how it came to be like this, then it could've worked.
