Well if あなた have a PC あなた would make one on paint I'd think, as あなた 発言しました no photoshop. あなた can't make an excellent one on paint though. Make sure it is 800 width and 100 height (the ファンポップ banner size) and I suggest あなた save the banner as jpg.
