Gaston said that "the whole town is talking about it. It's not right for a woman to read". But how can we know he isn't twisting the truth? Or maybe he took Lefou's and his other lackeys' words (to stroke his ego, of course) and took it as the town's general verdict. He may have intimidated people into agreeing with him, like he did with the mob episode.
Of course, Belle is an outcats due to the gender roles and the poor educational system of that time period. She was a previleged person who got to learn the ABC and therefore had access to books. It is implied that her father and her led a good lifestyle between moving to the village. Because of that, Belle couldn't find anyone who shared her interests in the town, which lead to mildly isolating herself from the others. But that doesn't mean she was outcasted by the townspeople, but a victim of the poor government system (I guess).
I'd say she was a snob if other characters tried to talk to her and she blew them off, not the other way around.
