The real question is who would choose Merida?

Merida has the better hair, by far, in my opinion, but where she really loses points in the looks department is her face shape. It really is basically just a circle and just... weird.

Merida's hair is more dimentional and healthy which is pretty logical considering that Rapunzel's hair was incredibly long for 18 years of her life, requiring a lot of effort to look after it and no one but her and Gothel to do it (that also taking the time periode where there were no modern conditioners for hair or other ways to have a better care for them) and by the end of the movie Rapunzel's new hair cut looked pretty dreadful whereas Merida's hair, though a little kinky, looked pretty fabulous throughout the entire movie. But in terms of other features I'd say Rapunzel is prettier, maybe because the animation for her appearance was more detailed and realistic.

I prefer Merida's eyes and nose, their lips are kind of the same. Merida has better hair, but an odd shaped face. But Rapunzel's GIGANTIC DOBBY EYES make her look like an alien to me O.o So Merida I suppose. Both are pretty equal to me though.
