あなた can't make her mom do anything she doesn't wanna do, I'm sorry.

I don't want to sound mean, but have あなた considered the fact that she just isn't trying because that sounds just like me in my first 年 of high school.

She needs to learn how to concentrate so she can focus. Anyways,she can persuade her mom if she feels strongly to be homeschooled. But,if she doesn't turn in work on time for the program she will be kicked out and will have to go back to a public school.

I don't think homeschooling is going to make much of a difference. あなた still have to meet state expectations ad learn the same stuff. I mean it's a もっと見る flexible schedule but it's not all the different aside from the lack of social interaction.
To me it sounds like your friend just hates school. I'm with her. I'm a Junior but my Freshman 年 was kind of awesome, actually learned stuff. Sophmore just went to hell, no もっと見る learning just a lot of tasks I could see the point of amd memorizing. So far my Junior 年 has been the same, and I started last Wednesday too. It hasn't even been five days and I already hate the place もっと見る than I did last year. Your friend is just gonna have to hang in there. And if all that other stuff she's dealing with is フレンズ または just people in general, tell her to let it go. あなた can't control everything and it's far less stressful when あなた stop trying. Also, tell her to work on getting her work out of the way as soon as possible so her weekends and her time at ホーム are devoted to her and not some B.S. assignment her teacher wants her to do. Anyway, basically she's just gonna have to suck it up like the rest of us and suffer. Soldier on I say. It's really the only option.

I think her Mom doesn't want her to be ホーム schooled because she doesn't want her daughter to become antisocial and loose her friends, but I don't think there's any way to convince her :S

She needs to learn to concentrate and deal with it. It's a life skill that she'll need and there is no way of getting out of it. Homeschooling isn't the answer - she'd have to concentrate just as much at ホーム as she should in school.
