Well, if you're dating just break up with him & say u want to be friends.

If you're not dating him & you're already フレンズ tell him you're sorry but あなた just don't have feelings for him.

get to know him. If he really really likes you, go on a couple dates and if after all that あなた still dont like him, simply tell him it wont work out.
