Option 1: u need to be able to control it and be a skilled enough trainer to use it right.
Option 2: the trainers could ignore you, who ever wants to lose?

Reason 1 also can b easily b done.Use some kinds of hand bands 2 control the pokemon.
option 2's problem: people will still disobey and after awhile, people will start to make a rebellion and would possibly succeed
