Alsalamo alaykum, so my friend wanted an answer and her 質問 is: if a girl is no Tahira , can she still pray istikhara?

Istikhara is like a normal Nafl prayer. あなた cannot pray while あなた are in a state of impurity. However, あなた still can make Du'aa.

Are あなた sure? Cuz like my friend once prayed istikhara and Allah made her wish come true just like when u are Tahira.

Yup I am pretty sure.........Well thats another case perhaps your friend did not know that it wasn't good to pray または Allah had written that for her. She can pray Istikhara after her Menstruation finishes if she really needs to pray Istikhara in bitween then she can make Du'aa instead.
