I think you should say that Sansa Stark-Lannister is the actual official legitimate heir to Winterfell at the moment.
If they followed the books, then the next heir to Winterfell after Arya (and Benjen if it weren’t for the fact he had sworn never to wear a crown) would be a lord in the Vale. I can’t remember if he has ever been identified, but he has almost no real connection to the North.
Arya doesn’t secretly help Roose get Harrenhal in the show, Robb takes it after Mountain has everyone in it killed and flees before Robb and his army arrives. Another mistake
What about Robbs letter stating that Jon Snow is his heir? After that moment, Book and Show, we never see or hear of it again, where ever it may be.
The last we saw of Arya in Harrenhal there were a bunch of dead Lannister guards thanks to Jaqen. Then we saw Robb ride in to see more carnage. While it’s not explicit whether there’s any relation, I think it’s plausible enough to say a connection might have been implied.

Westeros doesn’t have double last names. Tommen is Tommen Baratheon, not “Tommen Lannister-Baratheon”. As for the head of House Lannister, that’s Cersei Lannister
I like to do it in that way because they are regularly announced as “Tommen of the Houses Lannister and Baratheon” and because it provides clarity as to who’s on whose side.
So, you say the Starks are the only house descended from the First Men and not the Andals?? Well, that’s kind of wrong. Houses Lannister and Baratheon have a strong First Men component. Not to mention the Greyjoys, the ironborn are not Andals.
