Party Pooper

I recently got a small Chihuaua. We bought a sort of potty blanket for him, where he can release himself inside, but he won't. We keep leading him over to there, and the package specifically 発言しました it has a scent to make him want to go on the pad.

I think it might have something to do with being near my cat's litter box.

Can anyone help us?
