I don't think the Evil Queen is as bad because she didn't pretend to be nice up until the death of Snow White's father, or shatter her dreams, or torture her, or waste all her money on two ugly brats. Yes, she did try to kill her, but at least she was straightforward about it instead of dragging out the years and making Snow's life a living hell like Lady Tremain did to Cinderella.
