this is a hard choice but in my opinion i would go with the one she has known longer( friend#1),but thats just me.and maybe she can buy a souvenier for the friend who couldnt go または she and her 秒 best friend could go on a trip just them two for the summer または something.i hope that helps your friend.

friend two it is a bonding thing and if あなた trust but aren't that close to him then try use it to get to know her

who would make it fun one the beach
who is bothered about weather
who would あなた laugh with
