Who has 削除 the Chii's memory?

Chitose Hibiya, the lanlady. Ms. Hibiya didn't know that Elda had downloaded Freya's ハート, 心 into her. After the incident with Freya occured people thought the same would happen with Elda and plotted to get rid of her themselves. Knowing this, Chitose Hibiya deleted Elda's memories and put her in the trashcan. But Freya still was inside Chi becuase she had downloaded Freya's ハート, 心 into hers and even though Hibiya deleted her memories,She couldn't 削除 her heart. P.S it actually was her ハート, 心 that Elda downloaded and if あなた listened while Hibiya explained all of it to Hideki,while freya was laying there Elda 発言しました ''I will download your ハート, 心 into mine that way あなた will still be alive.''
