Define could? Peeta wouldn't think twice about getting killed for Katniss, Gale would on the other hand. But, I think Katniss would go insane if Peeta died, so it'd be better if Gale died.

Peeta practically did die for her, (remember, he dropped his weapons and told her to kill him?) while gale didnt go in for Kattniss, or even peeta! he couldve taken peeta`s spot to protect her but didnt.

^He couldn't taken Peeta's spot, because then who would feed Katniss's family, or his own family? and Katniss wouldn't want him to come with her to the games, because then she would have to kill him, and that would be awful for her.
