In the end of the Catching 火災, 火 book what does Katniss mean when she says that Haymitch was lying about Peeta??

Katniss means Haymitch lied when she made him promise, when the reaping was announced for the Quell, that this time he would try to keep Peeta alive in the arena instead of Katniss. Later, we realize many of the other tributes had agreed to die if necessary in order to keep Peeta alive, and that they were trying to protect Katniss as well.
