How come anything stops Gumball from キス Penny?

ive noticed in any episode ive seen where gumball gets close to キス penny,something always stops him.

true, what usually stops them from キス is that they are both in will of keeping the suspense of the 愛 in tact and they are too afraid to express their 愛 for eachother.
