I know a lot of users with good icons.

8theGreat - she has some of the best Death the Kid icons.
RainbowOtakuX3 - her アイコン are always cute as hell.
BlindBandit92 - he has some of the best アニメ icons, I especially 愛 his アニメ girl icons.
Dogtier - her Homestuck（ホームスタック） アイコン are amazing.

There are some もっと見る users that have good icons, but I can’t remember them off the 上, ページのトップへ of my head.
