It could be that English isn't the person's first language, which is understandable.

または it could be that the school systems are really going downhill.

または maybe the school systems are fine and kids these days just don't pay attention in their English classes. And folks, good spelling and grammar DOES matter. If you're not learning it now, then when do あなた plan on learning it? And if あなた never learn it, then how do あなた expect people to take あなた seriously in the real world?

2. They don't care. Maybe they don't want to use proper spelling and grammar.
They don't fail at it, they just choose not to do it. There's nothing あなた can do about that. If あなた can understand them, there's no problem.
