Okay well for relationship- あなた build up relationships but talking,admiring, and there are other opions for marrige- Once your sims relationship is built up, あなた can try romantic opions like kiss,ect あなた can explore into that ;) and soon the marrige opion will apear! And Levels? Maybe they mean Levels in your job?
