I found one once while I was playing at School before Homeroom, and my フレンズ were like "Omg it's the evolved form of Pachirisu :O" I had to explain that there were no old Pokemon in the Unova Pokedex and that it wouldn't make sense to have the evolved form of an old Pokemon available before its pre-evolved form, and if it was, then あなた could just breed it to get a Pachirisu before obtaining the National Dex.
No, in my opinion. The fact that their Colors（色） are different, and that they're pretty much the same size, kind of throws off the whole "evolution" thing for me.

Yes, I never understood that. Though I dunno, it may be the that the general feeling of the pokemon hasn't changed. I mean, I compare Scyther and Scizor, によって appearance, and Scizor looks superior. Emogla and Pachirisu seem about the same level. :/
