Why did ゴールド start the 'office fire' in the first place? I forgot...

i believe he did it to test emma. he knew she wouldn't have the ハート, 心 to leave regina and only save herself. i think he wanted emma to be sheriff cause that way it might be easier for him to think of that favor that she owes him. thats my theory anyway
