Well, in my opinion, "mean" isn't the best word to describe him. He is もっと見る serious. And since he's always babysitting Italy, he treats him like a soldier and not as a pampered pasta-loving pet because he's もっと見る used to it. he's just strict. most people aren't used to the "strict and discipline" kind of people anymore (we are like that in my family so that's why everyone thinks we're weird XD) so they immediately classify him as "mean" because that's the only word they can describe him as because of their limited vocabulary (sorry if I offended you)
