Voldemort because he's well.. a Wizard Hitler (Gellert Grindelwald fits that bill as well). He can't feel love, which deprives him of creating strong bonds- he respects, but never has a true connection. ..And, well, like I said, he's Wizard Hitler.

Fenrir because he has no problem preying, eating, or biting children (Remus, example A- he was young when it happened. Lavender, example B.) He has no true allegance, he only wants to satisfy his savage needs. He's a canable- he doesn't need the full moon to eat human flesh. He enjoys every minute of his actions.

Sirius- A bit of a bully in his youth, but not evil at all.

Lord Voldemort is the perfect example for pure evil. He kills and tortures innocent people for fun, does everything in his power to stays alive forever and tries to destroy the one boy who can kill in. Coward.

Fenrir Greyback scares the life out of me. When I watched Harry Potter And The Deathly Hallows Part 2 for the first time and I saw Fenrir sucking Lavender's blood. I could have screamed. Its freaky! The idea of a freaky weird werewolf hunting innocent children and sucking their blood...CREEPY!
